Datamover documentation -> access forbidden (403)

Dear all,
I was trying to read up on the oBIT setup, in particular, Datamover as a Windows service:
https://unlimited.ethz.ch/display/openBISDoc2010/Install+Datamover+as+a+Windows+service

This points to https://wiki-bsse.ethz.ch/display/DMV/Home for the “standard instructions”, however, the access seems forbidden outside ETH?
